Universal Periodic Review

Universal Periodic Review (UPR) is a mechanism for monitoring the human rights situation in UN Member States established in 2006. It is a state-led process under the auspices of the UN Human Rights Council.

Several categories of actors can submit reports on a country’s human rights situation for this review: the national authorities of the country under review, national human rights institutions (NHRIs) and civil society organisations (such as ECPM).

At the end of the review, recommendations are made to the country under review, which either accepts or rejects them, and the official report is published in the months that follow. Progress on the issues raised in the report is monitored until the next UPR, five years later.

ECPM’S ROLE IN UPR

ECPM has submitted joint reports with other organisations on several occasions to provide up-to-date information to contribute to understanding of the reality of the death penalty situation in the countries under review.
